Our list of the top 30 public colleges offering the largest average merit scholarship amounts includes 4 and 5 year graduation rates, 75th percentile SAT/ACT scores, average merit aid award to students without any financial need, the percent of students without financial need that received merit scholarships, in-state and out-of-state tuition, plus a link to the school's Common Data Set.
Keep in mind that the data doesn't help distinquish what % of the awards are given to in-state vs. out-of-state students. If you dig, some schools give in-state tuition to out-of-state students with certain test scores - so this is a type of merit award which won't show up in the numbers.
This information is based on publicly available Common Data Set informaiton, so it may not be completely representative since not all schools provide this data. But use it as a jumping off point if you're doing research.
